Defective Concrete Block Scheme


The Defective Concrete Blocks Grant Scheme is a grant scheme to support affected homeowners to remediate their dwellings, where their dwelling has been damaged by the use of defective concrete block.

1. How long will I have to apply for the Enhanced Grant Scheme?

The Enchanced Grant Scheme will be open for receipt of applications for a first remediation option for a perod of 15 years from commencement of the scheme.

2. What building professionals are available to complete a Building Condition Assessment Report for me?

-A competent Architect - whose name is entered in the register for architects, established under Part 3 of the Building Control Act 2007 and who has completed training in relation to damage caused to dwellings by the use of defective concrete blocks.

-A competent Building Surveyor - whose name is entered in the register for building surveyors, established under Part 5 of the Building Control Act 2007 and who has completed training in relation to damage caused to dwellings by the use of defective concrete blocks.

-A competent Engineer - whose name is entered in the register kept by The Instiute of Engineers of Ireland under section 7 of The Institution of Civil Engineers of Ireland Act 1969  and who has completed training in relation to damage caused to dwellings by the use of defective concrete blocks.

3. To whom can I submit queries I may have?

Queries should be addressed by homeowners to their relevant designated local authority.

Inishowen Development Partnership

In March 2023 IDP received funding from the Department of Housing, Local Government & Heritage, through Donegal County Council to appoint a Defective Concrete Block facilitator to assist homeowners as they navigate their way through the DCB redress scheme. In November 2024 a second community facilitator was appointed to help deal with the rising number of homeowners who require assistance with the redress scheme. 

Donegal County Council

Donegal County Council, as a Designated Local Authority, are tasked with the Administration of the Defective Concrete Blocks Grant Scheme on behalf of the Department of Housing, Local Government & Heritage. The primary legislation which underpins the Enhanced Scheme and the role of Donegal County Council as a Designated Local Authority is the Remediation of Dwellings Damaged by the Use of Defective Concrete Blocks Act 2022.

The primary aim of the Enhanced Grant Scheme is to assist homeowners, impacted and affected by the presence of deleterious materials, to have their homes remediated.
